1 This Act may be cited as the National Strategy for Safe Insertion start and Environmentally Sound Insertion end Disposal of Lamps Containing Mercury Act.

2 Le ministre de l’Environnement, en coopération avec les représentants des gouvernements provinciaux et territoriaux ainsi que Insertion start les Insertion end représentants Insertion start d’autres gouvernements intéressés du Canada qui sont Insertion end responsables des questions d’environnement Insertion start et en consultation avec les personnes ou organismes intéressés qu’il estime indiqués Insertion end , élabore une stratégie nationale Insertion start d’ Insertion end élimination Insertion start sûre et écologique Insertion end des lampes contenant du mercure. Insertion start La stratégie peut Insertion end notamment Insertion start prévoir Insertion end :

a) l’ Insertion start identification de pratiques d’ Insertion end élimination Insertion start sûre et écologique de ces Insertion end lampes;

b) l’établissement de lignes directrices Insertion start pour Insertion end les installations Insertion start où sont exercées des activités relatives Insertion end à l’élimination Insertion start sûre et écologique Insertion end de Insertion start ces Insertion end lampes;

c) Insertion start l’élaboration Insertion end d’un plan visant à sensibiliser le public à l’importance Insertion start d’éliminer Insertion end ces lampes Insertion start de façon sûre et écologique Insertion end .
2 The Minister of the Environment, in cooperation with representatives of the provincial and territorial governments and Insertion start with Insertion end representatives Insertion start of other interested governments in Canada that are Insertion end responsible for the environment, Insertion start and in consultation with all interested persons or organizations that he or she considers appropriate, Insertion end must develop a national strategy for the safe Insertion start and environmentally sound Insertion end disposal of lamps containing mercury Insertion start . The strategy may include Insertion end
-
(a) the identification of Insertion start practices Insertion end for the safe Insertion start and environmentally sound Insertion end disposal of Insertion start those Insertion end lamps;
-
(b) the establishment of guidelines Insertion start for Insertion end facilities Insertion start where activities involved in the Insertion end safe Insertion start and environmentally sound Insertion end disposal Insertion start of those lamps are carried out Insertion end ; and
-
(c) the Insertion start development Insertion end of a plan to promote public awareness of the importance of those lamps being disposed of safely Insertion start and in an environmentally sound manner Insertion end .

3 (1) Le ministre de l’Environnement établit un rapport énonçant la stratégie nationale et le fait déposer devant chaque chambre du Parlement dans les quinze premiers jours de séance de celle-ci suivant le 31 décembre 2018 ou, s’il est postérieur, le deuxième anniversaire de la sanction de la présente loi.
3 (1) The Minister of the Environment must prepare a report setting out the national strategy and cause the report to be laid before each House of Parliament on any of the first 15 days on which that House is sitting after the later of December 31, 2018, and the day that is two years after the day on which this Act receives royal assent.

(2) The Minister must post the report on the departmental website within 10 days after the day on which the report is tabled in Parliament.

4 Dans les cinq ans suivant le dépôt du rapport visé à l’article 3 et tous les cinq ans par la suite, le ministre de l’Environnement établit un rapport sur l’efficacité de la stratégie nationale qui comporte ses conclusions et éventuelles recommandations relativement à cette stratégie, et le fait déposer devant chaque chambre du Parlement dans les quinze premiers jours de séance de celle-ci suivant l’établissement du rapport.
4 Within five years of the tabling of the report referred to in section 3, and every five years after that, the Minister of the Environment must prepare a report on the effectiveness of the national strategy, setting out his or her conclusions and recommendations regarding the strategy, and cause a copy of the report to be laid before each House of Parliament on any of the first 15 days on which that House is sitting following the completion of the report.
