1 Loi relative à la stratégie nationale sur l’élimination sûre et écologique des lampes contenant du mercure.
1 This Act may be cited as the National Strategy for Safe and Environmentally Sound Disposal of Lamps Containing Mercury Act.

2 Le ministre de l’Environnement, en coopération avec les représentants des gouvernements provinciaux et territoriaux ainsi que les représentants d’autres gouvernements intéressés du Canada qui sont responsables des questions d’environnement et en consultation avec les personnes ou organismes intéressés qu’il estime indiqués, élabore une stratégie nationale d’élimination sûre et écologique des lampes contenant du mercure. La stratégie peut notamment prévoir :
-
a) l’identification de pratiques d’élimination sûre et écologique de ces lampes;
-
b) l’établissement de lignes directrices pour les installations où sont exercées des activités relatives à l’élimination sûre et écologique de ces lampes;
-
c) l’élaboration d’un plan visant à sensibiliser le public à l’importance d’éliminer ces lampes de façon sûre et écologique.
2 The Minister of the Environment, in cooperation with representatives of the provincial and territorial governments and with representatives of other interested governments in Canada that are responsible for the environment, and in consultation with all interested persons or organizations that he or she considers appropriate, must develop a national strategy for the safe and environmentally sound disposal of lamps containing mercury. The strategy may include
-
(a) the identification of practices for the safe and environmentally sound disposal of those lamps;
-
(b) the establishment of guidelines for facilities where activities involved in the safe and environmentally sound disposal of those lamps are carried out; and
-
(c) the development of a plan to promote public awareness of the importance of those lamps being disposed of safely and in an environmentally sound manner.

3 (1) Le ministre de l’Environnement établit un rapport énonçant la stratégie nationale et le fait déposer devant chaque chambre du Parlement dans les quinze premiers jours de séance de celle-ci suivant le 31 décembre 2018 ou, s’il est postérieur, le deuxième anniversaire de la sanction de la présente loi.
3 (1) The Minister of the Environment must prepare a report setting out the national strategy and cause the report to be laid before each House of Parliament on any of the first 15 days on which that House is sitting after the later of December 31, 2018, and the day that is two years after the day on which this Act receives royal assent.

(2) The Minister must post the report on the departmental website within 10 days after the day on which the report is tabled in Parliament.

4 Dans les cinq ans suivant le dépôt du rapport visé à l’article 3 et tous les cinq ans par la suite, le ministre de l’Environnement établit un rapport sur l’efficacité de la stratégie nationale qui comporte ses conclusions et éventuelles recommandations relativement à cette stratégie, et le fait déposer devant chaque chambre du Parlement dans les quinze premiers jours de séance de celle-ci suivant l’établissement du rapport.
4 Within five years of the tabling of the report referred to in section 3, and every five years after that, the Minister of the Environment must prepare a report on the effectiveness of the national strategy, setting out his or her conclusions and recommendations regarding the strategy, and cause a copy of the report to be laid before each House of Parliament on any of the first 15 days on which that House is sitting following the completion of the report.
