This enactment provides for the development and implementation of a national strategy to promote the safe and environmentally sound disposal of lamps containing mercury.

An Act respecting the development of a national strategy for the safe Insertion start and environmentally sound Insertion end disposal of lamps containing mercury

Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:

Short Title

1This Act may be cited as the National Strategy for Safe Insertion start and Environmentally Sound Insertion end Disposal of Lamps Containing Mercury Act.

2The Minister of the Environment, in cooperation with representatives of the provincial and territorial governments and Insertion start with Insertion end representatives Insertion start of other interested governments in Canada that are Insertion end responsible for the environment, Insertion start and in consultation with all interested persons or organizations that he or she considers appropriate, Insertion end must develop a national strategy for the safe Insertion start and environmentally sound Insertion end disposal of lamps containing mercury Insertion start . The strategy may include Insertion end

  • (a)the identification of Insertion start practices Insertion end for the safe Insertion start and environmentally sound Insertion end disposal of Insertion start those Insertion end lamps;

  • (b)the establishment of guidelines Insertion start for Insertion end facilities Insertion start where activities involved in the Insertion end safe Insertion start and environmentally sound Insertion end disposal Insertion start of those lamps are carried out Insertion end ; and

  • (c)the Insertion start development Insertion end of a plan to promote public awareness of the importance of those lamps being disposed of safely Insertion start and in an environmentally sound manner Insertion end .

Report to Parliament

3(1)The Minister of the Environment must prepare a report setting out the national strategy and cause the report to be laid before each House of Parliament on any of the first 15 days on which that House is sitting after the later of December 31, 2018, and the day that is two years after the day on which this Act receives royal assent.

(2)The Minister must post the report on the departmental website within 10 days after the day on which the report is tabled in Parliament.

Review and Report

4Within five years of the tabling of the report referred to in section 3, and every five years after that, the Minister of the Environment must prepare a report on the effectiveness of the national strategy, setting out his or her conclusions and recommendations regarding the strategy, and cause a copy of the report to be laid before each House of Parliament on any of the first 15 days on which that House is sitting following the completion of the report.
