The Standing Joint Committee for the Scrutiny of Regulations met at 8:35 a.m., this day, in Room 256-S, Centre Block, the joint chairs, the Honourable Yonah Martin and Mr. Andrew Kania, presiding.
Representing the Senate: The Honourable Senators Boisvenu, Harb, Hervieux-Payette, P.C., Martin and Stratton (5).
Representing the House of Commons: Rob Anders, Gordon Brown, Andrew Kania, Derek Lee, Brian Masse, Pascal- Pierre Paillé, Andrew Saxton and Rodney Weston (8).
Acting members present for the House of Commons: Blake Richards for Rod Bruinooge and Serge Ménard for Gérard Asselin (2).

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.
In the matter of SOR/97-555 — Broadcasting Distribution Regulations; SOR/2003-29 — Regulations Amending the Broadcasting Distribution Regulations; and SOR/2003-458 — Regulations Amending the Broadcasting Distribution Regulations, it was agreed that the joint chairs correspond with the Minister of the Canadian Radio- television and Telecommunications Commission with respect to certain comments made by the committee.
In the matter of SOR/2008-80 — Regulations Amending the Laurentian Pilotage Authority Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/2003-283 — Solvent Degreasing Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Environment Canada with respect to certain comments made by the committee.
In the matter of Fee Schedule — Fees to be Paid for Marine Navigation Services provided by the Canadian Coast Guard, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Fisheries and Oceans Canada with respect to certain comments made by the committee.
In the matter of SOR/2006-102 — Traffic on the Land Side of Airports Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SI/2007-31 — Rainy River First Nations Settlement Agreement Remission Order, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Finance Canada with respect to certain comments made by the committee.
In the matter of SOR/95-25 — Investment Canada Regulations, amendment, it was agreed that the file be closed.
In the matter of SOR/2007-33 — Regulations Amending the Canadian Forces Superannuation Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of National Defence with respect to certain comments made by the committee.
In the matter of SOR/2000-184 — Regulations Amending and Repealing Certain Regulations Administered and Enforced by the Canadian Food Inspection Agency, 2000-1 (Miscellaneous Program), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Food Inspection Agency with respect to certain comments made by the committee.
In the matter of SOR/2007-260 — Asbestos Products Regulations, it was agreed that the file be closed.
In the matter of SOR/2009-110 — Glass Doors and Enclosures Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Health Canada with respect to certain comments made by the committee.
In the matter of SOR/2009-112 — Corded Window Covering Products Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Health Canada with respect to certain comments made by the committee.
In the matter of SOR/94-165 — Oil and Gas Occupational Safety and Health Regulations, amendment; and SOR/ 95-105 — On Board Trains Occupational Safety and Health Regulations, amendment, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Human Resources and Skills Development Canada with respect to certain comments made by the committee.
In the matter of SOR/94-276 — Canadian Forces Superannuation Regulations, amendment; and SOR/94-277 — Defence Services Pension Continuation Regulations, amendment, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Justice Canada with respect to certain comments made by the committee.
In the matter of SOR/94-277 — Defence Services Pension Continuation Regulations amendment, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Justice Canada with respect to certain comments made by the committee.
In the matter of SOR/2005/30 — Secure Electronic Signature Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Treasury Board of Canada Secretariat with respect to certain comments made by the committee.
In the matter of SOR/2005-178 — Cigarette Ignition Propensity Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Health Canada with respect to certain comments made by the committee.
In the matter of SOR/2007-50 — Regulations Amending the Onshore Pipeline Regulations, 1999 (Miscellaneous Program), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the National Energy Board with respect to certain comments made by the committee.
In the matter of SOR/2009-41 — Regulations Amending the Notice of Branch Closure (Banks) Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2009-42 — Regulations Amending the Notice of Branch Closure (Cooperative Credit Associations) Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2009-43 — Regulations Amending the Notice of Branch Closure (Trust and Loan Companies) Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2009-44 — Regulations Amending the Disclosure of Interest (Authorized Foreign Banks) Regulations; SOR/2009-45 — Regulations Amending the Disclosure of Interest (Banks) Regulations; and SOR/2009- 47 — Regulations Amending the Disclosure of Interest (Trust and Loan Companies) Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2010-196 — Regulations amending the Antarctic Environmental Protection Regulations (Miscellaneous Program), it was agreed that the file be closed.
In the matter of SOR/2010-212 — Regulations Amending the Patented Medicines (Notice of Compliance) Regulations (Miscellaneous Program), it was agreed that the file be closed.

SI/2010-77 — Order Fixing October 20, 2010 as the Date of the Coming into Force of Certain Sections of the Act;
SI/2010-80 — Order Fixing November 1, 2010 as the Date of the Coming into Force of Subsection 245(7) of the Act;
SI/2010-81 — Statistics Canada Census and Survey Related Term Employment Exclusion Approval Order;
SI/2010-82 — Order Fixing October 31, 2010 as the Date of the Coming into Force of Section 1797 and Subsection 1820(12) of the Act;
SI/2010-84 — Withdrawal from Disposal of Certain Tracts of Territorial Lands in the Northwest Territories (Edéhzhíe (Horn Plateau)) Order;
SI/2010-87 — Order Fixing November 25, 2010 as the Date of the Coming into Force of Section 13 of the Act;
SI/2010-88 — Order of Merit (O.M.) Order;
SI/2010-90 — Order Accepting the Recommendation of the Minister of Public Safety and Emergency Preparedness that Each Entity Listed as of July 23, 2010, in the Regulations Establishing a List of Entities Remain a Listed Entity;
SI/2010-91 — Order fixing December 10, 2010 as the Day on which the Provisions of the Act, Other than Subsection 47(2) and Certain Sections, Come into Force;
SI/2010-92 — Laura Speakman Remission Order;
SI/2010-93 — Cynthia Carlson Remission Order;
SI/2010-94 — Jacqueline Doskoch Remission Order;
SI/2010-95 — Evan Warden Remission Order; and
