The Standing Joint Committee for the Scrutiny of Regulations met at 8:35 a.m., this day, in room 256-S, Centre Block, the Honourable Senator Martin and Mr. Andrew Kania, Joint Chairs, presiding.
Representing the Senate: The Honourable Senators Boisvenu, Harb, Hervieux-Payette, P.C., Housakos, Martin, Moore and Wallace (7).
Representing the House of Commons: Rob Anders, Gérard Asselin, Ray Boughen, Gordon Brown, Rob Clarke, Marlene Jennings, Andrew Kania, Derek Lee and Andrew Saxton (9).

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.
In the matter of SOR/2007-82 — Identity Screening Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/2007-29 — Regulations Amending the Public Service Superannuation Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/96-476 — Airport Traffic Regulations, amendment, it was agreed that the joint chairs correspond with the Minister of Transport with respect to certain comments made by the committee.
In the matter of SOR/2007-295 — Regulations Amending the Letter Mail Regulations; SOR/2007-296 — Regulations Amending the International Letter-post Items Regulations; and SOR/2007-297 — Regulations Amending the Special Services and Fees Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Canada Post Corporation with respect to certain comments made by the committee.
In the matter of SOR/2009-193 — Residential Detectors Regulations, it was agreed that the joint chairs correspond with the Minister of Justice with respect to certain comments made by the committee.
In the matter of SOR/2003-2 — On-Road Vehicle and Engine Emission Regulations; and SOR/2006-268 — Regulations Amending the On-Road Vehicle and Engine Emission Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Environment Canada with respect to certain comments made by the committee.
In the matter of SOR/2007-180 — Regulations Amending the Motor Vehicle Safety Regulations (Introduction of Technical Standards Documents Nos. 106, 116, 118, 123, 124, 209, 302 and 401) and the Motor Vehicle Restraint Systems and Booster Cushions Safety Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/87-58 — Laurentian Pilotage Authority District No. 3 Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/2005-373 — Political Activities Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Public Service Commission of Canada with respect to certain comments made by the committee.
In the matter of SOR/95-212 — Plant Protection Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Food Inspection Agency with respect to certain comments made by the committee.
In the matter of SOR/2005-354 — Regulations Amending the Canadian Aviation Regulations (Part I), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2008-273 — PCB Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Environment Canada with respect to certain comments made by the committee.
In the matter of SOR/2009-17 — International Bridges and Tunnels Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2006-279 — Regulations Amending the Prohibition of Certain Toxic Substances Regulations, 2005 (2-Methoxyethanol, Pentachlorobenzene and Tetrachlorobenzenes), it was agreed that the file be closed.
In the matter of SOR/2009-314 — Regulations Amending the Fish Inspection Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Food Inspection Agency with respect to certain comments made by the committee.
In the matter of SOR/2009-318 — Regulations Amending the Motor Vehicle Safety Regulations (Various Amendments), it was agreed that the file be closed.
In the matter of SOR/84-432 — Licensing and Arbitration Regulations; SOR/96-363 — Licensing and Arbitration Regulations, amendment; SOR/89-127 — Food and Drug Regulations, amendment; SOR/2001-111 — Regulations Amending the Meat Inspection Regulations, 1990; and SOR/2003-6 — Regulations Amending Certain Regulations Administered and Enforced by the Canadian Food Inspection Agency, it was agreed that the files be closed.
In the matter of SOR/91-687 — Processed Products Regulations, amendment, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Food Inspection Agency with respect to certain comments made by the committee.
In the matter of SOR/92-446 — Transportation Safety Board Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2002-198 — Regulations Amending the Seeds Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Food Inspection Agency with respect to certain comments made by the committee.
In the matter of SOR/2007-206 — Regulations Amending Certain Regulations Made under the Hazardous Products Act (Flame Resistance Test Method), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/96-252 — Seeds Regulations, amendment, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Food Inspection Agency with respect to certain comments made by the committee.
In the matter of SOR/98-443 — Environmental Assessment Review Panel Service Charges Order, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Environmental Assessment Agency with respect to certain comments made by the committee.
In the matter of SOR/2001-390 — Form of Proxy (Banks and Bank Holding Companies) Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Finance Canada with respect to certain comments made by the committee.
