The
Standing Joint Committee on the Library of Parliament met at 9:09 a.m. this
day, in Room 209, West Block, the Joint Chairs, Carolyn Bennett and the Hon.
Yves Morin, presiding.
Member of the Committee
present representing the Senate: the Hon. Michael J. Forrestall and the Hon. Yves Morin.
Members of the Committee
present representing the House of Commons: Carolyn Bennett, Marlene Catterall, Deborah Grey,
Wendy Lill, Jerry Pickard and Andrew Telegdi.
In attendance: From the Research Branch of the
Library of Parliament: Lalita
Acharya and James Robertson, Analysts.
Witnesses: From the Oxford Internet
Institute: Stephen Coleman, Cisco Visiting Professor of e-Democracy. From
the Library of Parliament: William Young, Acting Director, Political and

Pursuant to the First
Report of the Committee adopted by the Senate on April 3, 2003, and pursuant to
House of Commons' Standing Order 108(4)(a), a briefing session on the "e-consultation"
in parliamentary committees.

statement and answered questions.
