MINUTES OF PROCEEDINGS MONDAY, OCTOBER 27, 1997 The Special Joint Committee to amend Section 93 of the Constitution Act, 1867 concerning the Quebec school system met at 3:30 p.m., in Room 253-D Centre Block, the Honourable Lucie Pépin and Denis Paradis (Joint Chairs) presiding. Representing the Senate: The Honourable Senators Gérald A. Beaudoin, Jerahmiel S. Grafstein, John Lynch-Staunton and Lucie Pépin. Representing the House of Commons: Claude Bachand (for Réal Ménard), Mauril Bélanger, Paul DeVillers, Nick Discepola, Sheila Finestone, Christiane Gagnon, Peter Goldring, Marlene Jennings, Jason Kenney (for Rahim Jaffer), Réal Ménard, Val Meredith and Denis Paradis. Other Member present: Francine Lalonde. In attendance: Laura C. Snowball, Assistant to the Joint Chairs. From the Research Branch of the Library of Parliament: Mollie Dunsmuir, Research Officer. Witnesses: From the Commission des écoles catholiques de Montréal: Michel Pallascio, President; Carmelle Gaboury, Vice-President; Roger Dominguez, Indpendent School Trustee. From Forum Action Québec: Dermod Travis, Director; Arabella Bowen, Director. From Centrale de l’enseignement du Québec: Lorraine Pagé, President; Luc Savard, President (FECS); Jean Marcel Lapierre, Counsel. From the Catholic Civil Rights League: David Brown, 1st Vice-President. From the Native Alliance of Quebec: Fernand Chalifoux, Grand Chief; Robert Groves, Principal, Aboriginal Affairs Group. Pursuant to the Orders of Reference adopted by the Senate on October 9, 1997 and by the House of Commons on October 1, 1997, the Committee examined various aspects of the draft resolution concerning the proposed amendment to Section 93 of the Constitution Act, 1867 concerning the Quebec school system. Mr. Pallascio made a statement and with the assistance of the other witnesses from the Commission des écoles catholiques de Montréal answered questions. Mr. Travis and Mrs. Bowen made a statement and answered questions. Ms. Pagé made a statement and with the assistance of the other witnesses from Centrale de l’enseignement du Québec answered questions. At 5:55 p.m., the meeting was suspended. At 6:30 p.m., the meeting was resumed. Mr. Brown made a statement and answered questions. Grand Chief Chalifoux and Mr. Groves made a statement and answered questions.
