MINUTES OF PROCEEDINGS TUESDAY, OCTOBER 28, 1997 The Special Joint Committee to amend Section 93 of the Constitution Act, 1867 concerning the Quebec school system met at 9:05 a.m., in Room 253-D Centre Block, the Honourable Lucie Pépin and Denis Paradis (Joint Chairs) presiding. Representing the Senate: The Honourable Senators Gérald A. Beaudoin, Jerahmiel Grafstein, Thérèse Lavoie-Roux, John Lynch-Staunton, Lucie Pépin and Fernand Robichaux. Representing the House of Commons: Mauril Bélanger, Paul DeVillers, Claude Drouin (for Gerry Byrne), Nick Discepola, Sheila Finestone, Raymonde Folco (for Reg Alcock), Christiane Gagnon, Peter Goldring, Marlene Jennings, Réal Ménard, Val Meredith, Denis Paradis and David Price. In attendance: Laura C. Snowball, Assistant to the Joint Chairs. From the Research Branch of the Library of Parliament: Mollie Dunsmuir, Research Officer. Witnesses: From the "Rassemblement arabe à Montréal": Mohamed Mahmoud, President; Ale Daher, Member of the Board. From "Fédération des commissions scolaires du Québec": André Caron, 1st Vice-President; Gilles Taillon, Director General; Guy Beaudin, Counsel. From "Fédération universitaire du Québec and Fédération collégiale du Québec": Marie-Claude Sarrazin, Secretary General. Pursuant to the Orders of Reference adopted by the Senate on October 9, 1997 and by the House of Commons on October 1, 1997, the Committee examined various aspects of the draft resolution concerning the proposed amendment to Section 93 of the Constitution Act, 1867 concerning the Quebec school system. The Committee discussed the list of witnesses and the briefs submitted to the Committee. At 9:15 a.m. the Committee resumed its public hearings. Mr. Mahmoud made a statement and with the assistance of the other witnesses from the Rassemblement arabe à Montréal answered questions. Mr. Caron made a statement and with the assistance of the other witnesses from the Fédération des commissions scolaires du Québec answered questions.
