MINUTES OF PROCEEDINGS WEDNESDAY, OCTOBER 22,1997 The Special Joint Committee to amend Section 93 of the Constitution Act, 1867 concerning the Quebec school system met at 3:40 p.m., in Room 253-D Centre Block, the Honourable Lucie Pépin and Denis Paradis (Joint Chairs) presiding. Representing the Senate: The Honourable Senators Gérald A. Beaudoin, Jerahmiel Grafstein, Thérèse Lavoie-Roux, John Lynch-Staunton, Lucie Pépin, Fernand Robichaux and Dalia Wood. Other Senator present: The Honourable Marcel Prud'homme. Representing the House of Commons: Mauril Bélanger, Gerry Byrne, Paul DeVillers, Nick Discepola, Sheila Finestone, Christiane Gagnon, Yvon Godin, Rahim Jaffer, Marlene Jennings, Jason Kenney (for Val Meredith), Réal Ménard, Denis Paradis and David Price. Other Member present: Bob Kilger. In attendance: Laura C. Snowball, Assistant to the Joint Chairs. From the Research Branch of the Library of Parliament: Mollie Dunsmuir and Daniel Dupras, Research Officers. Witnesses: From the Equality Party: Keith Henderson, Leader. From Chateauguay Valley English Speaking Peoples Association: Brent Tyler, Attorney; Neil Burdon, Chairman of the Board. From "Directeurs de la commission Greater Québec": Jean-Marc Royer, Principal; Marc Fournier, Principal. From "Enseignants de la commission Greater Québec": Daniel Paquette, Teacher; Mario Banville, Teacher. From "Fédération des comités de parent": Gary Stronach, President; Johanne Smith, Vice-President, Anglophone Affairs; Jude Bourke, Director of Administrative Services. From "Les Citoyens pour les droits scolaires confessionnels constitutionnels": Jean Morse-Chevrier, President; Roland LaPrairie, Member. Pursuant to the Orders of Reference adopted by the Senate on October 9, 1997 and by the House of Commons on October 1, 1997, the Committee examined various aspects of the draft resolution concerning the proposed amendment to Section 93 of the Constitution Act, 1867 concerning the Quebec school system. Mr. Henderson from the Equality Party made a statement and with the assistance of Mr. Tyler answered questions. Mr. Tyler from Chateauguay Valley English Speaking Peoples Association made a statement and with the assistance of Neil Burdon answered questions. The witnesses from Directeurs de la commission Greater Québec and Enseignants de la commission Greater Québec made a statement and answered questions. At 6:00 p.m., the meeting was suspended. At 7:00 p.m., the meeting was resumed. The witnesses from the Fédération des comités de parent made a statement and then answered questions. Jean Morse-Chevrier made a statement and with the assistance of Roland LaPrairie answered questions. At 9:00 p.m., the Committee adjourned to the call of the Joint Chairs.
