The Standing Joint Committee for the Scrutiny of Regulations met at 8:35 a.m., this day, in room 256-S, Centre Block, Senator Yonah Martin and Mr. Andrew Kania, Joint Chairs, presiding.

Representing the Senate: The Honourable Senators Boisvenu, Harb, Hervieux-Payette, P.C., Martin, Moore, Poirier and Wallace (7).

Representing the House of Commons: Scott Armstrong, Harold Albrecht, Gérard Asselin, Ray Boughen, Dona Cadman, Christiane Gagnon, Andrew Kania, Derek Lee and Paul Szabo (9).

Acting member present for the House of Commons: Megan Leslie for Brian Masse, Russ Hiebert for Cheryl Gallant and Randy Hoback for Royal Galipeau (3).

Mr. Lee moved:

That the following budget application in the amount of $7,050 (Senate portion) be approved and submitted to the Senate Standing Committee on Internal Economy, Budgets and Administration:

Professional and other services   $1,200
Transportation and Communications   3,600
All other expenditures   2,250
Total   $7,050

The question being put on the motion, it was adopted.

At 8:37 a.m., the committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:

Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

In the matter of SOR/2007-23 — Regulations Amending the Laurentian Pilotage Tariff Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Laurentian Pilotage Authority with respect to certain comments made by the committee.

In the matter of C.R.C. c. 954 — Indian Estates Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Indian and Northern Affairs Canada with respect to certain comments made by the committee.

In the matter of SOR/94-439 — National Parks Camping Regulations, amendment; and SOR/94-512-National Parks General Regulations, amendment, it was agreed that counsel to the committee correspond with the Minister of the Environment with respect to certain comments made by the committee.

In the matter of SOR/2001-532 — Telecommunications Apparatus Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Industry Canada with respect to certain comments made by the committee.

In the matter of SOR/98-166 — Regulations Amending the Patented Medicines (Notice of Compliance) Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Industry Canada with respect to certain comments made by the committee.

In the matter of SOR/2001-281 — By-law No. 7 Respecting the Large Value Transfer System, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Finance Canada with respect to certain comments made by the committee.

In the matter of SOR/2006-50 — Canadian Forces Members and Veterans Re-establishment and Compensation Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Veterans Affairs Canada with respect to certain comments made by the committee.

In the matter of SOR/2007-24 — Regulations Amending the Health of Animals Regulations and the Regulations Amending Certain Regulations Administered and Enforced by the Canadian Food Inspection Agency, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Food Inspection Agency with respect to certain comments made by the committee.

In the matter of SOR/2001-512 — Canada Business Corporations Regulations, 2001, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Industry Canada with respect to certain comments made by the committee.

In the matter of SOR/2002-241 — Rules of Procedure for Hearings Before the Military Police Complaints Commission, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Military Police Complaints Commission with respect to certain comments made by the committee.

In the matter of SOR/2004-155 — Schedule 1 Chemicals Regulations (Chemical Weapons Convention), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Foreign Affairs and International Trade Canada with respect to certain comments made by the committee.

In the matter of SOR/2008-119 — Regulations Amending Certain Regulations Made under the Nuclear Safety and Control Act, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Nuclear Safety Commission with respect to certain comments made by the committee.

In the matter of SOR/2003-283 -Solvent Degreasing Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Environment Canada with respect to certain comments made by the committee.

In the matter of SOR/2001-49 — Regulations Amending the Canadian Aviation Regulations (Part VI), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.

In the matter of SOR/2005-41 — Prohibition of Certain Toxic Substances Regulations, 2005, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Environment Canada with respect to certain comments made by the committee.

In the matter of SOR/90-576 — Atlantic Pilotage Authority Regulations, amendment, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2006-77 — Regulations Amending the Canadian Aviation Regulations (Parts I, VI and VII), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2006-129 — Ballast Water Control and Management Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2008-202 — Regulations Amending the Immigration and Refugee Protection Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2009-304 — Regulations Amending the Lighters Regulations (Miscellaneous Program), it was agreed that the file be closed.

In the matter of SOR/2009-221 — Regulations Amending the Federal Halocarbon Regulations, 2003, it was agreed that the file be closed.

In the matter of SOR/2009-322 — Regulations Amending Certain Regulations Made Under the Canada National Parks Act (Miscellaneous Program), it was agreed that the file be closed.

In the matter of SOR/2009-338 — Regulations Amending the Airport Vehicle Parking Charges Regulations, it was agreed that the file be closed.
