The Standing Joint Committee for the Scrutiny of Regulations met at 8:25 a.m., this day, in room 256-S, Centre Block, the Joint Chairmen, Senator Céline Hervieux-Payette and Gurmant Grewal, M.P., presiding.

Members of the committee present:

Representing the Senate: The Honourable Senators Ethel Cochrane, Sheila Finestone, P.C., Céline Hervieux-Payette, P.C. and Wilfred P. Moore (4).

Representing the House of Commons: Gurmant Grewal, Ghislain Lebel, Gary Pillitteri, Jacques Saada and Tom Wappel (5).

Other member present: Derek Lee (1).

In attendance: Normand Radford, Joint Clerk of the Committee (House of Commons); Parliamentary Research Branch: François-R. Bernier, General Counsel to the Committee; Peter Bernhardt, Counsel to the Committee.

The committee continued its consideration of its permanent Order of Reference, section 19, The Statutory Instruments Act, R.S.C. 1985, c. S-22, which follows:

19. Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any Committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

The committee reviewed the following statutory instruments:

On Disallowance Procedure (before the committee on May 30, 1996 and March 18, 1999), it was agreed that Mr. Saada contact the Minister of Justice regarding the possibility of attending an informal meeting with the members.

On SOR/99-26 -- Regulations Amending the Royal Canadian Mounted Police Regulations, 1988 (before the committee on March 4, 1999, June 3, 1999, February 17, 2000 and March 2, 2000),

It was agreed, -- That the Joint Chairmen correspond with the Solicitor General with respect to certain comments made by the committee.

The committee considered SOR/90-829 -- Canada Pension Plan Regulations, amendment (before the committee on May 18, 1995 and April 2, 1998).

On SOR/95-233 -- Saskatchewan Fishery Regulations, 1995,

It was agreed, -- That Counsel to the Committee review their status at a later date and inform the committee of the action taken.

On SOR/99-192 -- Regulations Amending the Canada Pension Plan Regulations;

SOR/99-193 -- Regulations Amending the Old Age Security Regulations,

It was agreed, -- That Counsel to the Committee correspond with the Designated Instruments Officer of the Department of Human Resources Development with respect to certain comments made by the committee.

After debate, it was agreed, to amend 70 delegates to 75 delegates and add $5,000 for the printing of the report.
