Summary
This enactment incorporates the Canadian Tobacco Manufacturers Community Responsibility Foundation, a non-profit corporation established for the tobacco industry, whose mandate is to reduce the use of tobacco products by young persons in Canada. A levy would be imposed on tobacco manufacturers in order to provide the Foundation with the necessary funds to carry out its objects and activities.
The enactment is complementary to the Tobacco Act and addresses, on a transitional basis, certain problems that have arisen. Replacement funding would be provided for a period of five years to arts, culture and sports groups incurring a decrease in tobacco sponshorship as a result of the Tobacco Act. Financial assistance would also be provided, for a period of five years, to tobacco growers incurring a decrease in revenue arising out of a permanent reduction of their tobacco production following the enactment of that Act.
