The Special Joint Committee to amend Section 93 of the Constitution Act, 1867 concerning the Quebec school system met at 10:05 a.m., in Room 253-D Centre Block, the Honourable Lucie Pépin and Denis Paradis (Joint Chairs) presiding.
Representing the Senate: The Honourable Senators Gérald A. Beaudoin, John Lynch-Staunton and Lucie Pépin.
Representing the House of Commons: Mauril Bélanger, Paul DeVillers, Nick Discepola, Sheila Finestone, Christiane Gagnon, Peter Goldring, Marlene Jennings, Réal Ménard, Val Meredith and Denis Paradis.
Other Members present: Bob Kilger and Clifford Lincoln.
In attendance: Laura C. Snowball, Assistant to the Joint Chairs. From the Research Branch of the Library of Parliament: Mollie Dunsmuir, Research Officer.
Witnesses: From the English Speaking Catholic Council: Robert Wilkins, Counsel; Martin P. Murphy, Executive Director. From the Provincial Association of Protestant Teachers of Quebec: Jan Langelier, President. From the "Confédération des syndicats nationaux": Gérald Labrosse, President; Jean-Guy Fournier, Counsel; Pierre Bonneteiller.
Pursuant to the Orders of Reference adopted by the Senate on October 9, 1997 and by the House of Commons on October 1, 1997, the Committee examined various aspects of the draft resolution concerning the proposed amendment to Section 93 of the Constitution Act, 1867 concerning the Quebec school system.
Mr. Murphy made a statement and with the assistance of Robert Wilkins answered questions.
Ms. Langelier made a statement and answered questions.
Mr. Labrose made a statement and with the assistance of the other witnesses from the Confédération des syndicats nationaux answered questions.
At 12:55 p.m., the Committee adjourned to the call of the Joint Chairs.
