MINUTES OF PROCEEDINGS FRIDAY, OCTOBER 24, 1997 The Special Joint Committee to amend Section 93 of the Constitution Act, 1867 concerning the Quebec school system met at 8:35 a.m., in Room 253-D Centre Block, the Honourable Lucie Pépin and Denis Paradis (Joint Chairs) presiding. Representing the Senate: The Honourable Senators Gérald A. Beaudoin, Lucie Pépin and Fernand Robichaux. Other Senator present: The Honourable Marcel Prud'homme. Representing the House of Commons: Reg Alcock, Mauril Bélanger, Paul DeVillers, Sheila Finestone, Christiane Gagnon, Yvon Godin, Peter Goldring, Marlene Jennings, Jason Kenney (for Val Meredith) and Denis Paradis. In attendance: Laura C. Snowball, Assistant to the Joint Chairs. From the Research Branch of the Library of Parliament: Mollie Dunsmuir, Research Officer. Witnesses: From Coalition pour la liberté: Nicholas Newman, Associate Professor. From Quebec Federation of Home and School Associations: Miriam Wood Lalande, President; Calvin Potter; Rod Weiner, QFHSA Rights Committee, Resource. From "Coalition pour la confessionnalité scolaire": Jocelyne St-Cyr, Coordinator; Maurice Archambault, Coordinator; Judith Désormeau, Legal Counsel; Gary Caldwell, expert. Pursuant to the Orders of Reference adopted by the Senate on October 9, 1997 and by the House of Commons on October 1, 1997, the Committee examined various aspects of the draft resolution concerning the proposed amendment to Section 93 of the Constitution Act, 1867 concerning the Quebec school system. Nicholas Newman made a statement and answered questions. Miriam Wood Lalande made a statement and with the assistance of the other witnesses from the Quebec Federation of Home and School Associations answered questions. Jocelyne St-Cyr made a statement and with the assistance of the other witnesses from the Coalition pour la confessionnalité scolaire answered questions.
