MINUTES OF PROCEEDINGS THURSDAY, OCTOBER 30, 1997 The Special Joint Committee to amend Section 93 of the Constitution Act, 1867 concerning the Quebec school system met at 8:40 a.m., in Room 237-C Centre Block, the Honourable Lucie Pépin and Denis Paradis (Joint Chairs) presiding. Representing the Senate: The Honourable Senators Gérald A. Beaudoin, Jerahmiel Grafstein, Thérèse Lavoie-Roux, John Lynch-Staunton, Lucie Pépin, Fernand Robichaud and Dalia Wood. Other Senator present : The Honourable Sharon Carstairs. Representing the House of Commons: Mauril Bélanger, Paul DeVillers, Nick Discepola, Sheila Finestone, Christiane Gagnon, Yvon Godin, Peter Goldring, Réal Ménard, Val Meredith and Denis Paradis. Other Members present: Jean Dubé, Bob Kilger. In attendance: Laura C. Snowball, Assistant to the Joint Chairs. From the "Mouvement national des Québécoises et Québécois": Jacqueline Hekpazo, Secretary; Chantale Turcot, Treasurer. Pursuant to the Orders of Reference adopted by the Senate on October 9, 1997 and by the House of Commons on October 1, 1997, the Committee examined various aspects of the draft resolution concerning the proposed amendment to Section 93 of the Constitution Act, 1867 concerning the Quebec school system. Mr. D’Andrea made a statement and, with the other witnesses from the Mouvement du grand Québec, answered questions. Mr. Bissell from the District of Bedford Schoolboard, English Language Schoolboard 50-03 made a statement and answered questions. Mr. Potter from Parents Support Group made a statement and answered questions. Ms. Laurin made a statement and, with the other witnesses from the Coalition pour la déconfessionnalisation du système scolaire, answered questions. Ms. Hekpazo and Ms. Turcot made a statement and answered questions. At 12:05 p.m., the Committee adjourned to the call of the Joint Chairs.
