SOMMAIRE
Le texte crée le poste d’artiste visuel officiel du Parlement. Il corrige également un renvoi au Conseil des Arts du Canada dans la version anglaise de la Loi sur le Parlement au Canada.
SUMMARY
This enactment creates the position of Parliamentary Visual Artist Laureate. It also corrects a reference to the Canada Council for the Arts in the English version of the Parliament of Canada Act.

1 La Loi sur le Parlement du Canada est modifiée par adjonction, après l’article 75, de ce qui suit :
1 The Parliament of Canada Act is amended by adding the following after section 75:

75.01 (1) Est créé le poste d’artiste visuel officiel du Parlement, dont le titulaire est membre du personnel de la Bibliothèque du Parlement.
75.01 (1) There is hereby established the position of Parliamentary Visual Artist Laureate, the holder of which is an officer of the Library of Parliament.

(2) Le président du Sénat et le président de la Chambre des communes, agissant de concert, choisissent l’artiste visuel officiel du Parlement à partir d’une liste confidentielle de trois noms, reflétant la diversité du Canada et conforme au principe d’alternance de la langue officielle dans laquelle s’exprime principalement le titulaire, soumise par un comité présidé par le bibliothécaire parlementaire et composé par ailleurs du directeur du Musée des beaux-arts du Canada, du commissaire aux langues officielles du Canada, du président du Conseil des Arts du Canada et du président de l’Académie royale des arts du Canada, ou de leurs représentants.
(2) The Speaker of the Senate and the Speaker of the House of Commons, acting together, shall select the Parliamentary Visual Artist Laureate from a list of three names reflective of Canada’s diversity, consistent with the principle that the primary official language spoken by the holder shall alternate and submitted in confidence by a committee chaired by the Parliamentary Librarian and also composed of the Director of the National Gallery of Canada, the Commissioner of Official Languages for Canada, the Chairperson of the Canada Council for the Arts and the President of the Royal Canadian Academy of Arts, or their designates.

(3) The Parliamentary Visual Artist Laureate holds office for a term not exceeding two years, at the pleasure of the Speaker of the Senate and the Speaker of the House of Commons acting together.

(4) L’artiste visuel officiel du Parlement a pour mandat de promouvoir les arts au Canada par l’intermédiaire du Parlement, notamment en encourageant la population à mieux connaître les arts, à les apprécier, à y être sensible et en favorisant leur développement.
(4) The mandate of the Parliamentary Visual Artist Laureate is to promote the arts in Canada, through Parliament, including by fostering knowledge, enjoyment, awareness and development of the arts.

(5) L’artiste visuel officiel du Parlement peut, dans le cadre de son mandat :
a) créer ou faire créer des œuvres artistiques, à la demande du président du Sénat ou de la Chambre des communes, en particulier aux fins des cérémonies officielles du Parlement;
b) parrainer des événements artistiques, notamment des expositions d’art;
c) conseiller le bibliothécaire parlementaire sur la collection de la Bibliothèque et les acquisitions propres à enrichir celle-ci dans le domaine de la culture;
d) assurer des fonctions connexes à la demande du président du Sénat ou de la Chambre des communes ou du bibliothécaire parlementaire.
(5) In carrying out their mandate, the Parliamentary Visual Artist Laureate may
(a) produce or cause to be produced artistic creations, at the request of either Speaker, especially for use in Parliament on occasions of state;
(b) sponsor artistic events, including art exhibitions;
(c) give advice to the Parliamentary Librarian regarding the collection of the Library and acquisitions to enrich the Library’s cultural holdings; and
(d) perform such other related duties as are requested by either Speaker or the Parliamentary Librarian.

(6) Au présent article, arts s’entend du dessin, de la peinture, de la sculpture, de la gravure de reproduction, du design, de l’artisanat, de la photographie, de la vidéographie, du cinéma et des créations numériques qui reflètent la diversité du Canada, y compris en ce qui a trait aux langues couramment utilisées et à la composition ethnoculturelle du Canada.
(6) In this section, arts means drawing, painting, sculpture, printmaking, design, crafts, photography, videography, filmmaking and digital creations that reflect the diversity of Canada, including with respect to the languages in use and its ethnocultural composition.
