SOMMAIRE
Le texte modifie la Loi sur le ministère des Affaires étrangères, du Commerce et du Développement afin que le ministre des Affaires étrangères ne puisse prendre certains engagements en matière de commerce international relativement à certaines marchandises.
SUMMARY
This enactment amends the Department of Foreign Affairs, Trade and Development Act so that the Minister of Foreign Affairs cannot make certain commitments with respect to international trade regarding certain goods.

1 L’article 10 de la Loi sur le ministère des Affaires étrangères, du Commerce et du Développement est modifié par adjonction, après le paragraphe (2), de ce qui suit :
1 Section 10 of the Department of Foreign Affairs, Trade and Development Act is amended by adding the following after subsection (2):

Supply management
(2.1) Lorsqu’il exerce les attributions visées au paragraphe (2), le ministre ne peut, au nom du gouvernement du Canada, prendre d’engagement, par traité ou entente en matière de commerce international, qui aurait pour effet :
a) soit d’augmenter le contingent tarifaire, au sens du paragraphe 2(1) du Tarif des douanes, applicable aux produits laitiers, à la volaille ou aux œufs;
b) soit de diminuer le tarif applicable à ces marchandises lorsqu’elles sont importées en sus du contingent tarifaire applicable.
End of inserted block(2.1) In exercising and performing the powers, duties and functions set out in subsection (2), the Minister must not make any commitment on behalf of the Government of Canada, by international trade treaty or agreement, that would have the effect of
(a) increasing the tariff rate quota, within the meaning of subsection 2(1) of the Customs Tariff, applicable to dairy products, poultry or eggs; or
(b) reducing the tariff applicable to those goods when they are imported in excess of the applicable tariff rate quota.
