Short title

1 This Act may be cited as the National School Food Security Strategy Act.

Interpretation

Definitions

2 The following definitions apply in this Act.

Indigenous governing body means a council, government or other entity that is authorized to act on behalf of an Indigenous group, community or people that holds rights recognized and affirmed by section 35 of the Constitution Act, 1982. (corps dirigeant autochtone)

Minister means the Minister of Health. (ministre)

School Food Security Strategy

Strategy development

3 (1) The Minister must, in consultation with the representatives of the provincial governments responsible for health and education, with representatives of Indigenous governing bodies and with other relevant stakeholders in those fields, develop a national food security strategy to be implemented throughout Canada to ensure that every elementary and secondary school student has access to proper nutrition at school.

Strategy content

(2) The strategy must include measures that

• (a) build on existing school food programs across Canada and use best practices from other jurisdictions; and

• (b) promote evidence-based education about nutrition in elementary and secondary schools across Canada.

Strategy framework

(3) The strategy framework must

• (a) provide for a Canada-wide study of food insecurity and nutritional deficiencies among elementary and secondary school students and their impact on health and learning outcomes;

• (b) set out targets for food security programs in elementary and secondary schools and indicators to evaluate progress in meeting those targets; and

• (c) include measures to provide for cost-sharing arrangements between the federal government and the provinces to fund programs resulting from the national school food security strategy in order to ensure that they are established and operate at little or no direct cost to students and their families.

4 (1) Within one year after the day on which this Act comes into force, the Minister must prepare a report setting out the national school food security strategy and cause the report to be tabled before each House of Parliament on any of the first 15 days on which that House is sitting after the report is completed.

Publication of report

(2) The Minister must publish the report on the website of the Department of Health within 10 days after the report has been tabled in both Houses of Parliament.

Review and report

5 (1) Within five years after the tabling of the report referred to in section 4, the Minister of Health must undertake a review of the effectiveness of the strategy and prepare a report setting out conclusions and recommendations regarding the strategy, and cause the report to be tabled before each House of Parliament on any of the first 15 days on which that House is sitting after the report is completed.

Publication of report

(2) The Minister must publish the report on the website of the Department of Health within 10 days after the report has been tabled in both Houses of Parliament.
