An Act to establish Canadian Armed Forces Members Day

Preamble

Whereas, on November 11 every year, Canadians pause for two minutes of silence to remember and honour the Canadian Armed Forces members who have served, and continue to serve, Canada during times of war and conflict, especially the more than 118,000 who have made the ultimate sacrifice;

Whereas on Monday, October 20, 2014, Warrant Officer Patrice Vincent, a member of the Canadian Armed Forces, was killed by a deliberate vehicular attack at Saint-Jean-sur-Richelieu, Quebec;

Whereas on Wednesday, October 22, 2014, Corporal Nathan Cirillo, a member of the Canadian Armed Forces was shot and killed while standing guard at the National War Memorial in Ottawa;

Whereas, since 1914, over 2,400 Canadian Armed Forces members have lost their lives in non-combat roles on Canadian soil;

Whereas, between 2013 and 2019, 104 members of the Regular Force and 20 members of the Reserve Force died by suicide;

And whereas the Government of Canada is committed to honouring the memory of Canadian Armed Forces members who have lost their lives in the line of duty on Canadian soil during peacetime;

Now, therefore, Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:

1This Act may be cited as the Canadian Armed Forces Members Day Act.

2The purpose of this Act is to encourage all Canadians to remember and honour the Canadian Armed Forces members who have lost their lives on Canadian soil during peacetime.

Designation

3Throughout Canada, in each year, the 22nd day of October is to be known as “Canadian Armed Forces Members Day”.

National flag at half-mast

4On Canadian Armed Forces Members Day, the national flag of Canada on the Peace Tower is to be lowered to half-mast.
