RECOMMANDATION
Son Excellence la gouverneure générale recommande à la Chambre des communes l’affectation de deniers publics dans les circonstances, de la manière et aux fins prévues dans une mesure intitulée « Loi visant certains paiements sur le Trésor ».
RECOMMENDATION
Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act respecting certain payments to be made out of the Consolidated Revenue Fund”.

Le texte autorise des paiements sur le Trésor en matière d’infrastructures ainsi qu’à la Fédération canadienne des municipalités et au Shock Trauma Air Rescue Service.
This enactment authorizes payments to be made out of the Consolidated Revenue Fund in relation to infrastructure as well as to the Federation of Canadian Municipalities and to the Shock Trauma Air Rescue Service.

Sa Majesté, sur l’avis et avec le consentement du Sénat et de la Chambre des communes du Canada, édicte :
Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:

Paiement maximal de 2 200 000 000 $
Maximum payment of $2,200,000,000
1 Malgré l’article 161 de la Loi sur le soutien de la croissance de l’économie et de l’emploi au Canada modifié par l’article 233 de la Loi no 1 sur le plan d’action économique de 2013, à la demande du ministre de l’Infrastructure et des Collectivités ou du ministre d’État (Services aux Autochtones) et selon les modalités approuvées par le Conseil du Trésor, il peut être payé sur le Trésor, outre la somme visée à cet article 161, une somme n’excédant pas deux milliards deux cent millions de dollars aux provinces, aux territoires, aux municipalités, aux associations municipales, aux organismes provinciaux, territoriaux et municipaux et aux Premières Nations pour les infrastructures des municipalités, des régions et des Premières Nations.
1 Despite section 161 of the Keeping Canada’s Economy and Jobs Growing Act, as amended by section 233 of the Economic Action Plan 2013 Act, No.1, there may be paid out of the Consolidated Revenue Fund, on the requisition of the Minister of Infrastructure and Communities or the Minister of State (Indigenous Services), in accordance with terms and conditions approved by the Treasury Board, in addition to the sum referred to in that section 161, a sum not exceeding $2,200,000,000 to provinces, territories, municipalities, municipal associations, provincial, territorial and municipal entities and First Nations for the purpose of municipal, regional and First Nations infrastructure.

2 (1) À la demande du ministre des Ressources naturelles et selon les modalités prévues par l’accord mentionné au paragraphe (2), il peut être payé sur le Trésor une somme n’excédant pas neuf cent cinquante millions de dollars à la Fédération canadienne des municipalités afin de fournir du financement au Fonds municipal vert.
2 (1) There may be paid out of the Consolidated Revenue Fund, on the requisition of the Minister of Natural Resources, in accordance with the terms and conditions provided for in the agreement referred to in subsection (2), a sum not exceeding $950,000,000 to the Federation of Canadian Municipalities for the purpose of providing funding to the Green Municipal Fund.

(2) Le ministre des Ressources naturelles, avec l’approbation du Conseil du Trésor, peut, même avant l’entrée en vigueur du présent article, conclure un accord avec la Fédération canadienne des municipalités concernant les modalités de versement et d’utilisation de la somme visée au paragraphe (1).
(2) The Minister of Natural Resources may, with the approval of the Treasury Board, at any time, including before this section comes into force, enter into an agreement with the Federation of Canadian Municipalities respecting the terms and conditions applicable to the making of the payment referred to in subsection (1) and its use.

(3) À la demande du ministre de l’Infrastructure et des Collectivités et selon les modalités prévues par l’accord mentionné au paragraphe (4), il peut être payé sur le Trésor une somme n’excédant pas soixante millions de dollars à la Fédération canadienne des municipalités afin de fournir du financement au Fonds de gestion des actifs.
(3) There may be paid out of the Consolidated Revenue Fund, on the requisition of the Minister of Infrastructure and Communities, in accordance with the terms and conditions provided for in the agreement referred to in subsection (4), a sum not exceeding $60,000,000 to the Federation of Canadian Municipalities for the purpose of providing funding to the Asset Management Fund.

3 (1) À la demande du ministre de la Sécurité publique et de la Protection civile et selon les modalités prévues par l’accord mentionné au paragraphe (2), il peut être payé sur le Trésor une somme n’excédant pas soixante-cinq millions de dollars au Shock Trauma Air Rescue Service pour l’acquisition de nouveaux hélicoptères-ambulances d’urgence.
3 (1) There may be paid out of the Consolidated Revenue Fund, on the requisition of the Minister of Public Safety and Emergency Preparedness, in accordance with the terms and conditions provided for in the agreement referred to in subsection (2), a sum not exceeding $65,000,000 to the Shock Trauma Air Rescue Service for the acquisition of new emergency ambulance helicopters.

(2) The Minister of Public Safety and Emergency Preparedness may, with the approval of the Treasury Board, at any time, including before this section comes into force, enter into an agreement with the Shock Trauma Air Rescue Service respecting the terms and conditions applicable to the making of the payment referred to in subsection (1) and its use.
