SOMMAIRE
Le texte modifie la Loi sur le ministère de l’Emploi et du Développement social afin d’exiger du ministre qu’il fournisse des renseignements et des conseils sur les demandes visant les programmes et services auxquels les personnes handicapées pourraient être admissibles et qu’il mette en œuvre un processus de demande simplifié qui, entre autres choses, allège le fardeau administratif des demandeurs. Il prévoit aussi le dépôt de rapports sur le processus de demande.
SUMMARY
This enactment amends the Department of Employment and Social Development Act to require the Minister to provide information and guidance on applications for programs and services for which persons with disabilities may be eligible and to implement a streamlined application process that, among other things, reduces the administrative burden on applicants. It also provides for reporting requirements in relation to the application process.

Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:
1 La Loi sur le ministère de l’Emploi et du Développement social est modifiée par adjonction, après l’article 7, de ce qui suit :

8 (1) Le ministre agit en tant que point de contact principal au sein du gouvernement du Canada pour les personnes handicapées qui veulent obtenir accès à des programmes et services d’aide à l’invalidité.

(2) Le ministre :
a) fournit des renseignements et des conseils sur les demandes de subventions, de prestations ou d’indemnités et sur tout autre programme ou service auquel les personnes handicapées pourraient être admissibles;
b) en collaboration avec d’autres ministères responsables de programmes et services destinés aux personnes handicapées, établit et met en œuvre un processus de demande efficace et complet qui allège le fardeau administratif des demandeurs et élimine les chevauchements et les démarches parallèles inutiles.

(a) provide information and guidance on applications for grants, benefits, compensation and any other programs and services for which persons with disabilities may be eligible; and
(b) through coordination with other departments that administer programs and services for persons with disabilities, establish and implement an effective and comprehensive application process that reduces the administrative burden on applicants and prevents unnecessary overlap and duplication of effort.

8.1 (1) Dans les dix-huit mois suivant la date d’entrée en vigueur du présent article et tous les deux ans par la suite, le ministre effectue un examen de l’efficacité du processus de demande prévu à l’alinéa 8(2)b) et établit un rapport comportant ses conclusions et recommandations.
End of inserted block8.1 (1) Within 18 months after the day on which this section comes into force and every two years after that, the Minister shall undertake a review of the effectiveness of the application process provided for under paragraph 8(2)(b) and prepare a report setting out his or her findings and recommendations.

(2) Le ministre fait déposer le rapport devant chaque chambre du Parlement dans les quinze premiers jours de séance de celle-ci suivant son achèvement.
End of inserted block(2) The Minister shall cause the report to be laid before each House of Parliament on any of the first 15 days on which that House is sitting after the report is completed.

(3) Le ministre publie le rapport sur le site Web du ministère dans les trente jours suivant son dépôt devant les deux chambres du Parlement.
