An Act to expand the mandate of Service Canada in respect of the death of a Canadian citizen or Canadian resident

Whereas Service Canada was created in 2005 within the Department of Human Resources and Skills Development with the mandate to provide Canadians with a single point of access to a wide range of government services and programs either in person, by phone, by Internet or by mail;

And whereas it would be of great benefit to Canadians to now expand the mandate of Service Canada to provide those Canadians who have recently lost a loved one with a single point of contact for the Government of Canada in respect of all matters relating to the death of that person;

Attendu :

que Service Canada a été créé en 2005 au sein du ministère des Ressources humaines et du Développement des compétences avec comme mandat d'offrir aux Canadiens un point d’accès unique à un vaste éventail de services et de programmes gouvernementaux soit en personne, par téléphone, par Internet ou par courrier;

qu’il serait à l’avantage de la population canadienne d’élargir le mandat de Service Canada afin d’offrir aux Canadiens qui viennent de perdre un être cher un point de contact unique avec le gouvernement du Canada pour toutes les questions liées au décès de cette personne,

Now, therefore, Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:

1. This Act may be cited as the Service Canada Mandate Expansion Act.

2. Within one year after this Act comes into force, the Minister of Human Resources and Skills Development must implement all meas- ures necessary to establish Service Canada as the single point of contact for the Government of Canada in respect of all matters relating to the death of a Canadian citizen or Canadian resident, so that an individual acting on behalf of the estate of a Canadian citizen or Canadian resident will only need to communicate with Service Canada in order to resolve all outstanding issues that may exist between the estate and the Government of Canada, including — but not limited to — notification of the Canada Revenue Agency and cancellation of a passport, social insurance number or Old Age Security, Canada Pension Plan or veterans’ benefits.

2. Dans l’année suivant l’entrée en vigueur de la présente loi, le ministre des Ressources humaines et du Développement des compétences met en oeuvre les mesures nécessaires pour faire de Service Canada le point de contact unique avec le gouvernement du Canada pour toutes les questions liées au décès d’un citoyen canadien ou d’un résident canadien, de sorte que toute personne agissant au nom de la succession puisse, en communiquant avec Service Canada, effectuer l’ensemble des démarches nécessaires auprès du gouvernement du Canada, notamment aviser l’Agence du revenu du Canada et annuler le passeport, le numéro d’assurance sociale et les prestations au titre de la Sécurité de la vieillesse, du Régime de pensions du Canada et des programmes pour les anciens combattants.

3. The Governor in Council may make regulations for carrying out the purposes and provisions of this Act.
