SUMMARY
This enactment amends the Parliament of Canada Act to impose restrictions on the adoption of omnibus bills in the Senate and the House of Commons.

Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:

1. The Parliament of Canada Act is amended by adding the following after section 13:
1. La Loi sur le Parlement du Canada est modifiée par adjonction, après l’article 13, de ce qui suit :

Restriction on adoption of omnibus bills
13.1 (1) Neither the Senate nor the House of Commons may adopt a bill that proposes to amend, enact or repeal more than one Act or that proposes a combination of those actions, unless the bill relates to a single subject matter or to subject matters that have a clearly demonstrable interrelationship and may reasonably be regarded as implementing a single broad policy.
13.1 (1) Ni le Sénat ni la Chambre des communes ne peut adopter un projet de loi qui consiste à modifier, à édicter ou à abroger plus d’une loi ou qui consiste en une combinaison de ces actions, sauf si le projet de loi porte sur un seul sujet ou s’il porte sur des sujets dont l’interdépendance est clairement démontrable et qu’il peut être vraisemblablement considéré comme énonçant les éléments d’une seule et même politique.
Restriction — projets de loi omnibus
Exceptions
(2) Subsection (1) does not apply to a bill that proposes

(a) the enactment of a Miscellaneous Statute Law Amendment Act; or

(b) the implementation of a federal budget, if all of the substantive provisions of the bill have a purpose that is primarily financial in nature.
(2) L’article (1) ne s’applique pas à un projet de loi qui consiste, selon le cas :
Exceptions
a) à édicter une loi corrective;

b) à mettre en oeuvre un budget fédéral, pourvu que le contenu des dispositions de fond soit de nature principalement financière.
