An Act respecting a Lincoln Alexander Day

Preamble

Whereas Lincoln MacCauley Alexander, one of the most outstanding and accomplished Canadians of our time, was born on January 21, 1922;

Whereas, rising above the prejudice of the era, he embraced the opportunity of public education, developed his talents and reached his full potential through disciplined study and the strength of his character;

Whereas he served in the Royal Canadian Air Force during World War II and then, home again after the war, he graduated from McMaster University and Osgoode Hall Law School, qualifying as a lawyer;

Whereas, responding to the call of public service, he was elected to the House of Commons in 1968, representing Hamilton West and, in 1979, he was appointed to be Minister of Labour, making history as the Government of Canada’s first Black cabinet minister;

Whereas, among many other community contributions, he served as Chair of the Workers’ Compensation Board of Ontario — now known as the Workplace Safety and Insurance Board —, as the Lieutenant Governor of Ontario and as Chancellor of the University of Guelph;

Whereas he passed away on October 19, 2012, at the age of 90;

And whereas his life was an example of service, determination and humility and, through his unceasing fight — always without malice — for equal rights for all races in our society, he changed attitudes and contributed greatly to the inclusiveness and tolerance of Canada today;

que Lincoln MacCauley Alexander, l’un des Canadiens les plus exceptionnels et les plus accomplis de notre histoire, est né le 21 janvier 1922;

que, bravant les préjugés de l’époque, il a su tirer parti de l’enseignement public et il a développé ses talents et réalisé son plein potentiel grâce à l’assiduité à l’étude et à sa force de caractère;

qu’il a servi dans l’Aviation royale canadienne durant la Deuxième Guerre mondiale puis, à son retour, a obtenu des diplômes de l’Université McMaster et de l’Osgoode Hall Law School pour ensuite devenir avocat;

que, répondant à l’appel du service public, il a été élu en 1968 député de Hamilton-Ouest à la Chambre des communes et, en 1979, il a été nommé ministre du Travail, marquant ainsi l'histoire en devenant le premier Noir à occuper une charge de ministre du gouvernement du Canada;

que, parmi ses nombreuses contributions à la communauté, il a occupé les fonctions de président de la Commission des accidents du travail de l’Ontario — aujourd’hui la Commission de la sécurité professionnelle et de l’assurance contre les accidents du travail —, de lieutenant-gouverneur de l’Ontario et de chancelier de l’Université de Guelph;

qu’il s’est éteint le 19 octobre 2012, à l’âge de quatre-vingt-dix ans;

que, tout au long de sa vie, il a été un modèle de dévouement, de détermination et d’humilité et qu’en se faisant le défenseur de l’égalité des droits pour toutes les races dans notre société, et ce toujours avec bienveillance, il a changé les mentalités et a largement contribué à l’esprit d’inclusion et de tolérance qui règne à ce jour au Canada,

Now, therefore, Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:

Short title

1. This Act may be cited as the Lincoln Alexander Day Act.

2. Throughout Canada, in each and every year, the twenty-first day of January is to be known as “Lincoln Alexander Day”.
