SUMMARY
This enactment amends the Official Development Assistance Accountability Act to ensure that Canada meets the international target for donor countries of spending the equivalent of 0.7% of their gross national product on official development assistance.

An Act to amend the Official Development Assistance Accountability Act (poverty reduction)
Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:

OFFICIAL DEVELOPMENT ASSISTANCE ACCOUNTABILITY ACT
1. Section 3 of the Official Development Assistance Accountability Act is amended by adding the following in alphabetical order:
“gross national product”
« produit national brut »
“gross national product” means the value of all the goods and services produced in the Canadian economy, plus the investment income received from other countries, less the investment income sent to other countries.
2. Section 4 of the Act is amended by adding the following after subsection (3):
Duty to meet United Nations 0.7% target
(3.1) The Minister shall ensure that the amount of official development assistance provided by Canada in accordance with this Act in each fiscal year equals or exceeds the target established by the United Nations of 0.7% of the gross national product for that year.
3. Subsection 5(1) of the Act is amended by striking out “and” at the end of paragraph (d) and by adding the following after paragraph (e):
(f) an indication of whether the target referred to in subsection 4(3.1) was met and, if not, an explanation of why; and
(g) an indication of the percentage of gross national product that Canada provided as official development assistance.

4. This Act comes into force three years after the day on which it receives royal assent.
