An Act respecting the establishment of a National Strategy for Autism Spectrum Disorders

Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:

Short title

1. This Act may be cited as the National Strategy for Autism Spectrum Disorders Act.

STRATÉGIE NATIONALE RELATIVE AUX TROUBLES DU SPECTRE AUTISTIQUE

Obligation

2. The Government of Canada must establish a national strategy for autism spectrum disorders that includes:

(a) the establishment, in cooperation with the provincial governments, of national standards for the treatment of autism spectrum disorders and the delivery of related services;

(b) the study, in cooperation with the provincial governments, of the funding arrangements for the care of those with autism spectrum disorders, including the possibility of transferring federal funds to assist the provincial governments in providing treatment, education, professional training and other required supports for Canadians with autism spectrum disorders free of charge and within a reasonable period of time;

(c) the creation of a national medical surveillance program for autism spectrum disorders, to be managed by the Public Health Agency of Canada; and

(d) an estimate of the funding required for health research into treatments for autism spectrum disorders and for the delivery of related services.

2. Le gouvernement du Canada établit une stratégie nationale relative aux troubles du spectre autistique qui prévoit notamment :

Obligation

a) l’établissement, en collaboration avec les gouvernements provinciaux, de normes nationales pour le traitement des troubles du spectre autistique et la prestation de services connexes;

b) l’examen, en collaboration avec les gouvernements provinciaux, des mécanismes de financement des soins pour les personnes atteintes de troubles du spectre autistique, notamment la possibilité de transférer des fonds fédéraux afin d’aider les gouvernements provinciaux à fournir, gratuitement et dans un délai raisonnable, le traitement, l’éducation, la formation professionnelle et les autres services nécessaires;

c) la création d’un programme national de surveillance médicale des troubles du spectre autistique, géré par l’Agence de la santé publique du Canada;

d) une évaluation du financement nécessaire pour la recherche en santé portant sur le traitement des troubles du spectre autistique et pour la prestation de services connexes.

3. This Act comes into force on the day following the day it receives royal assent.
