RECOMMENDATION

His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to reorganize the Canadian Wheat Board and to make consequential and related amendments to certain Acts”.

SUMMARY

Part 1 of this enactment amends the Canadian Wheat Board Act to change the governance structure of the Canadian Wheat Board and to make other changes in preparation for the implementation of Parts 2 and 3. Part 2 replaces the Canadian Wheat Board Act with a new Act that continues the Canadian Wheat Board and charges it with the marketing of grain through voluntary pooling. Part 3 provides for the possible continuation of the Board under other federal legislation, while Part 4 provides for its winding up if no such continuation occurs. Finally, Part 5 provides for the repeal of the new Act enacted by Part 2.

RECOMMANDATION

Son Excellence le gouverneur général recommande à la Chambre des communes l’affectation de deniers publics dans les circonstances, de la manière et aux fins prévues dans une mesure intitulée « Loi réorganisant la Commission canadienne du blé et apportant des modifications corrélatives et connexes à certaines lois ».

SOMMAIRE

La partie 1 du texte prévoit des modifications à la Loi sur la Commission canadienne du blé afin de changer la structure de gouvernance de la Commission et de faire d’autres modifications en préparation de la mise en oeuvre des parties 2 et 3. La partie 2 prévoit le remplacement de la Loi sur la Commission canadienne du blé par une nouvelle loi prorogeant la Commission canadienne du blé et la chargeant de la commercialisation de grains par voie de mise en commun volontaire. La partie 3 prévoit la possibilité de proroger la Commission en vertu d’une loi fédérale alors que la partie 4 en prévoit la liquidation dans le cas où elle ne serait pas ainsi prorogée. Enfin, la partie 5 prévoit l’abrogation de la nouvelle loi édictée par la partie 2.
