SUMMARY
This enactment provides for the establishment of a national strategy for the purchase and sale of second-hand precious metal articles by precious metal dealers to protect Canadians from corrupt practices in these transactions.

An Act respecting the establishment of a National Strategy for the Purchase and Sale of Second-hand Precious Metal Articles
Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:
SHORT TITLE
Short title
1. This Act may be cited as the Purchase and Sale of Precious Metal Articles Act.
NATIONAL STRATEGY FOR THE PURCHASE AND SALE OF SECOND-HAND PRECIOUS METAL ARTICLES
Obligation
2. The Government of Canada shall establish a national strategy to recommend measures to protect Canadians from corrupt practices in the purchase and sale of second-hand precious metal articles by precious metal dealers, including
(a) the establishment, in consultation with the provincial governments, of national standards of practice for the purchase and sale of second-hand precious metal articles governing, among other things,
(i) the process and manner of purchase and sale of articles on the Internet, through a courier or by mail,
(ii) the use and maintenance of scales to weigh precious metal articles,
(iii) pricing and advertising,
(iv) the maintenance of records,
(v) a complaint redress mechanism, and
(vi) the delivery of related services;
(b) a study, in consultation with the provincial governments, of the licensing of precious metal dealers; and
(c) the creation of a national surveillance program.
