Bill C-54

SUMMARY

This enactment amends the Criminal Code

(a) to increase or impose mandatory minimum penalties for certain sexual offences with respect to children;

(b) to create offences of making sexually explicit material available to a child and of agreeing or arranging to commit a sexual offence against a child;

(c) to ensure consistency among those two new offences and the existing offence of luring a child; and

(d) to expand the list of specified conditions that may be added to prohibition and recognizance orders to include prohibitions concerning contact with a person under the age of 16 and use of the Internet or other digital network, and to expand the list of enumerated offences that may give rise to such orders and prohibitions.

Le texte modifie le Code criminel afin :

a) d’accroître les peines minimales obligatoires pour certaines infractions d’ordre sexuel à l’égard d’enfants ou d’en prévoir;

b) d’ériger en infraction le fait de rendre accessible à un enfant du matériel sexuellement explicite et celui de s’entendre ou de faire un arrangement avec quiconque pour perpétrer une infraction d’ordre sexuel à l’égard d’un enfant;

c) d’assurer la cohérence entre ces deux nouvelles infractions et l’infraction de leurre;

d) d’allonger la liste des conditions spécifiques dont peut être assortie une ordonnance d’interdiction ou un engagement pour inclure les interdictions concernant les contacts avec des personnes âgées de moins de seize ans et l’utilisation d’Internet ou de tout autre réseau numérique, et d’ajouter certaines infractions à la liste de celles pouvant donner droit à une telle ordonnance ou à un tel engagement.
