The Subcommittee on Agenda and Procedure of the Standing Joint Committee on the Library of Parliament met in camera at 12:02 p.m. this day, in Room 362, East Block, the Joint Chair, the Hon. Percy Downe, presiding.

 

Members of the Subcommittee present representing the Senate: The Honourable Senators Percy Downe and Terry Stratton.

 

Members of the Subcommittee present representing the House of Commons: Hon. Mauril Bélanger, Sylvie Boucher, Royal Galipeau, Carol Hughes and Louis Plamondon.

 

In attendance: Library of Parliament: François Côté, Analyst; Élise Hurtubise-Loranger, Analyst. Senate: Josée Thérien, Committee Clerk.

 

Witnesses: Library of Parliament: William R. Young, Parliamentary Librarian.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

It was agreed, — That staff accompanying Committee members at the in camera meeting on this day be allowed to remain during the meeting.

 

William R. Young made a statement and answered questions.

 

In accordance with the motion adopted by the Standing Joint Committee on the Library of Parliament on Thursday, December 2, 2010, empowering the Subcommittee on Agenda and Procedure to make decisions on behalf of the Committee with respect to its agenda, to invite witnesses and to schedule hearings, the following decisions were taken:

 

It was agreed, — That the following witnesses be invited to appear as part of the Committee’s study on Parliament 2020:

John Pullinger, Director General, Information Services, House of Commons, United Kingdom;

Lord Richard Allen, United Kingdom;

Soledad Ferreira, Chilean Library of Congress;

Representatives of the Fondation Jean-Charles-Bonenfant;

Roxanne Missingham, Parliamentary Librarian, Parliament of Australia;

Moira Fraser, Parliamentary Librarian, Parliament of New Zealand;

Professor Stephen Coleman, Leeds;

Michael Mulley, Open Parliament website.

 

It was agreed, — That the Standing Joint Committee on the Library of Parliament hold two meetings during the month of February, 2011, in order to hear witnesses as part of its study on Parliament 2020.

 

It was agreed, — That the Joint Chairs be instructed to write a letter to the Speakers of the House of Commons and the Senate on the subject of the Infotent on Parliament Hill and that this letter be circulated to the members of the Standing Joint Committee on the Library of Parliament for their consideration prior to being sent and subsequently published on the website of the Committee.

 

At 1:12 p.m., the Subcommittee adjourned to the call of the Chair.
