SUMMARY
This enactment amends the Canada Post Corporation Act to provide for a reduction in the rate of postage for library materials.

An Act to amend the Canada Post Corporation Act (library materials)
R.S., c. C-10
Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:
1. Subsection 2(1) of the Canada Post Corporation Act is amended by adding the following in alphabetical order:
“library materials”

“library materials” include books, magazines, records, CDs, CD-ROMs, audiocassettes, vid- eocassettes, DVDs and other audio-visual materials;
2. (1) Subsection 19(1) of the Act is amended by adding the following after paragraph (g):
(g.1) prescribing a reduced rate of postage for library materials;
(2) Subsection 19(3) of the Act is replaced by the following:
Compensation
(3) The Governor in Council may make regulations providing for the payment of compensation to the Corporation in respect of
(a) materials for the use of the blind transmitted in accordance with regulations made pursuant to subparagraph (1)(g)(i); and
(b) a reduced rate of postage for library materials.
3. The Act is amended by adding the following after section 21:
Library Book Rate
21.1 The Corporation may, with the approval of the Governor in Council, enter into an agreement with the Department of Canadian Heritage to continue the Library Book Rate.
