The Standing Joint Committee on the Library of Parliament met in camera at 11:59 a.m. this day, in Room 362, East Block, the Joint Chair, Sharon Carstairs, presiding.

 

Members of the Committee present representing the Senate: The Honourable Senators Hon. Sharon Carstairs, Hon. Stephen Greene and Hon. Terrance Richard Stratton.

 

Members of the Committee present representing the House of Commons: Gérard Asselin, Hon. Mauril Bélanger, Hon. Carolyn Bennett, Ray Boughen, Peter Braid, Hon. Gurbax S. Malhi, Louis Plamondon and Greg Rickford.

 

Acting Members from the House of Commons present: David Christopherson for Carol Hughes, Joe Preston for Scott Reid, Mike Wallace for Ed Holder and Alice Wong for Peter Goldring.

 

Members from the Senate present, pursuant to rule 85(4) of the Rules of the Senate of Canada: Hon. Terry M. Mercer for Hon. Mobina S.B. Jaffer and Hon. Jim Munson for Hon. Jean Lapointe.

 

In attendance: Library of Parliament: François Côté, Analyst; Élise Hurtubise-Loranger, Analyst.

 

Witnesses: Library of Parliament: William R. Young, Parliamentary Librarian; Kevin Page, Parliamentary Budget Officer.

 
Pursuant to Standing Order 108(4)(a) and the motion adopted by the Subcommittee on Agenda and Procedure of the Standing Joint Committee on the Library of Parliament on Tuesday, March 24, 2009, the Committee resumed its study on the Parliamentary Budget Officer.
 

It was agreed, — That staff accompanying Committee members at the in camera meeting on this day be allowed to remain during the meeting; and that staff accompanying the witnesses be allowed to remain only during the appearance of both witnesses before the Committee.

 

The witnesses made statements and answered questions.

 

The Committee resumed consideration of a draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: Report on the Operations of the Parliamentary Budget Officer within the Library of Parliament.

 

It was agreed, — That the Joint Chairs, Joint Clerks and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That the Joint Chairs present the report to the Senate and the House of Commons on Tuesday, June 16, 2009.

 

It was agreed, — That the Joint Clerks of the Committee, in consultation with the Joint Chairs and members of the Subcommittee on Agenda and Procedure, issue a news release to announce the conclusions and recommendations reached by the Committee in relation to its study on the activities of the Parliamentary Budget Officer within the Library of Parliament; and that the news release be made public only upon presentation of the report in both the Senate and the House of Commons.

 

At 1:32 p.m., the Committee adjourned to the call of the Chair.
