An Act to ensure accountability in respect of Canada's obligations under international treaties

Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:

Short title

1. This Act may be cited as the International Treaty Accountability Act.

Definition of “Minister”

2. In this Act, “Minister” means the Minister of Foreign Affairs or any minister responsible for implementing Canada’s obligations under international treaties.

2. Dans la présente loi, « ministre » s'entend du ministre des Affaires étrangères ou de tout ministre responsable de la mise en oeuvre des engagements du Canada aux termes de traités internationaux.

Report to be submitted

3. (1) The Minister shall cause to be submitted to each House of Parliament, within six months after the end of each fiscal year or, if that House is not then sitting, on any of the first five days next thereafter on which that House is sitting, a report on the progress made by Canada in giving effect to the provisions of the international treaties to which Canada is a signatory, including any protocols or supplementary conventions relating to those international treaties.

3. (1) Le ministre fait déposer devant chaque chambre du Parlement, dans les six mois suivant la fin de chaque exercice ou, si elle ne siège pas, dans les cinq premiers jours de séance ultérieurs, un rapport sur les progrès accomplis par le Canada dans la mise en oeuvre des traités internationaux dont celui-ci est signataire, notamment les protocoles et les conventions complémentaires y afférents.

Treaty requiring approval by Parliament

(2) Where Canada has not ratified a treaty that requires approval by Parliament before being ratified, the report shall include the reasons for which that treaty has not been ratified.

(2) Lorsque le Canada n’a pas ratifié un traité qui requiert l’approbation préalable du Parlement, le rapport comporte les motifs pour lesquels il ne l’a pas fait.
