SUMMARY

This enactment provides for the Government of Canada to make cash contributions to provinces that operate programs to reimburse living organ donors for the expenses they incur in donating organs. It also provides for the appointment of a National Organ Transplant Coordinator to assist in the coordination of the matching of potential living organ donors with potential organ recipients.

In addition, this enactment amends the Employment Insurance Act to provide that any period of time during which a claimant is unable to work because of the claimant's donation of an organ for transplantation into another person at a medical facility operated or regulated by a province will be considered a period of time during which the claimant is unable to work because of illness, thus allowing the claimant to receive employment insurance benefits during that period if the claimant meets all other applicable requirements under that Act.

SOMMAIRE

Le texte prévoit le versement par le gouvernement du Canada de contributions pécuniaires aux provinces qui offrent un programme d'indemnisation des donneurs vivants destiné à rembourser à ceux-ci les dépenses engagées pour un don d’organes. Il prévoit également la nomination d’un coordonnateur national des greffes d’organes pour aider à coordonner l’appariement entre donneurs vivants potentiels et receveurs d'organes potentiels.

De plus, le texte modifie la Loi sur l’assurance-emploi de manière que toute période pendant laquelle le prestataire est incapable de travailler parce qu’il fait un don d’organes à une autre personne en vue d’une greffe effectuée dans un établissement médical exploité ou réglementé par une province soit considérée comme une période au cours de laquelle il est incapable de travailler en raison d’une maladie, le rendant ainsi admissible aux prestations d’assurance-emploi durant cette période s’il satisfait aux autres exigences applicables de cette loi.
