RECOMMENDATION

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to amend the Canada Marine Act and other Acts”.

SUMMARY

This enactment amends the Canada Marine Act to clarify and make technical changes to certain provisions. As well, the amendments

(a) modify the Act’s objective;

(b) modify a port authority’s access to federal funding;

(c) allow the Minister of Transport, in certain cases, to increase a port authority’s borrowing limits;

(d) reduce the minimum number of directors on the board of most Canadian port authorities; and

(e) streamline certain enforcement provisions.

The amendments also include transitional provisions, a correction to an Act, and a consequential amendment to another Act.

RECOMMANDATION

Son Excellence la gouverneure générale recommande à la Chambre des communes l’affectation de deniers publics dans les circonstances, de la manière et aux fins prévues dans une mesure intitulée « Loi modifiant la Loi maritime du Canada et d’autres lois ».

SOMMAIRE

Le texte modifie la Loi maritime du Canada pour clarifier et corriger certaines dispositions. De plus, le texte :

a) modifie l’objectif de la loi;

b) change les règles d’accès aux fonds fédéraux pour les administrations portuaires;

c) permet au ministre des Transports, dans certains cas, d’augmenter les limites d’emprunt d’une administration portuaire;

d) réduit le nombre minimum d’administrateurs de la plupart de ces administrations;

e) modernise certaines dispositions sur le contrôle d’application de la loi.

Enfin, il prévoit des mesures transitoires et apporte une correction à une loi et des modifications corrélatives à une autre loi.
