Meeting No. 3

Wednesday, May 4, 2005

The Standing Joint Committee on the Library of Parliament met at 4:37 p.m. this day, in Room 112-N Centre Block, the Joint Chair, Susan Kadis, presiding.

Members of the Committee present representing the Senate: The Honourable Senators Jean Lapointe and Marilyn Trenholme Counsell.

Members of the Committee present representing the House of Commons: Gerry Byrne, Susan Kadis, Réal Lapierre, Hon. Raymond Simard and Maurice Vellacott.

In attendance: Senate: Till Heyde, Joint Clerk of the Committee . Library of Parliament: Tim Williams, Analyst.

Witnesses: Library of Parliament: Hugh Finsten, Associate Parliamentary Librarian; Monique Boutin, Director, Finance and Material Management Division.

Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2005-2006: Vote 10 (Library of Parliament) under PARLIAMENT, referred to the Committee on Friday, February 25, 2005.

Pursuant to Standing Order 108(4)(a) of the House of Commons and the Order of Reference from the Senate on Tuesday, December 7, 2004, the Committee commenced its study of matters related to the Parliamentary Poet Laureate.

The Chair called Vote 10 under PARLIAMENT.

Hugh Finsten made a statement and, with the other witness, answered questions.

On motion of Raymond Simard, it was agreed, — That the Joint Committee recommend to the Speakers of both Houses that

(a) the allowance granted to the Parliamentary Poet Laureate for domestic and international travel and living expenses be increased from $10,000 to $13,000; and

(b) additional funding of up to $25,000 per annum be authorized to provide administrative and logistical support to the Parliamentary Poet Laureate, provided that receipts be required for such expenses.

At 4:56 p.m., the Committee adjourned to the call of the Chair.
