SUMMARY

This enactment amends the Supreme Court Act in two ways:

    (a) it requires the Supreme Court of Canada, in hearing constitutional cases, to consider evidence from parliamentary and other sources to assist the Court in understanding what the legislation was intended to do; and

    (b) it restricts the effect of any decision of the Court on a constitutional issue that is not unanimous to the particular case being decided.
