DISSENTING OPINION OF SCOTT REID, MEMBER OF THE OFFICIAL OPPOSITION—CANADIAN ALLIANCE

                        It is my view that the Committee is incorrect in asserting that under Section 133 of the Constitution Act, 1867 and Section 16 of the Constitution Act, 1982, “Parliament is required to ensure that its debates and proceedings are broadcast across Canada in both official languages”. In fact, these provisions refer to the formal debates, records, and journals of the House. Television transmissions are not formal records or journals.

          For this reason, I oppose recommendations 1 and 4 of the Committee.
