SUMMARY

The purpose of this enactment is twofold. Firstly, it would bring into force legislation that separates the Atomic Energy Control Board, the regulator of nuclear matters, from Atomic Energy of Canada Limited, the federal organization responsible for research, development and marketing of nuclear energy. Currently, the two bodies are encompassed in one statute and accountable to the same Minister. Secondly, it would amend that legislation to ensure that the Board, replaced by the Canadian Nuclear Safety Commission in that legislation, would be accountable to the Minister of the Environment rather than a Minister designated by cabinet, who at present is the Minister of Natural Resources. It would also provide that Atomic Energy of Canada Limited will no longer be accountable to that latter Minister but to the Minister of Industry.
