RECOMMENDATION

His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act to establish the Canadian Institutes of Health Research, to repeal the Medical Research Council Act and to make consequential amendments to other Acts''.

SUMMARY

This enactment establishes the Canadian Institutes of Health Research (the CIHR) and repeals the Medical Research Council Act. The objective of the CIHR is to excel, according to internationally accepted standards of scientific excellence, in the creation of new knowledge and its translation into improved health for Canadians, more effective health services and products and a strengthened Canadian health care system. The CIHR is an agent of Her Majesty.

The Governing Council of the CIHR is responsible for the creation, review and termination of Health Research Institutes. The Institutes are to support individuals, groups and communities of researchers for the purpose of achieving the objective of the CIHR. The Governing Council is to appoint an advisory board and a scientific director for each Institute.
