SUMMARY

This enactment amends the Criminal Code and imposes the death penalty in all cases of first degree murder committed by a person eighteen years of age or more.

In addition, it provides that a person convicted of second degree murder may no longer apply to a judge for a reduction in the time to be served before the person is eligible for release or parole. This is also the case for a person under the age of eighteen who has been convicted of first degree murder and sentenced under the Criminal Code to imprisonment for life.

The enactment also changes the length of the prison terms that can be imposed under the Young Offenders Act on people under the age of eighteen who have committed first degree murder or second degree murder.
