Amendments to the Prairie Farm Rehabilitation Act

180. Sections 3 to 5 of the Prairie Farm Rehabilitation Act are replaced by the following:

Duties of the Minister

4. The Minister shall study and establish methods and programs to facilitate the rehabilitation of the drought and soil drifting areas in the Provinces of Manitoba, Saskatchewan and Alberta, and to develop and promote within those areas systems of farm practice, tree culture, water supply, land utilization and land settlement that will afford greater economic security for those areas .

181. Paragraph 9(1)(a) of the Act is replaced by the following:

    (a) undertake the development, construction, promotion, operation and maintenance of any project or scheme under or by virtue of this Act, or enter into agreements with any province, municipality or person with respect thereto; and

Members Cease to Hold Office

Members cease to hold office

182. Every person who was a member of a Prairie Farm Rehabilitation Committee referred to in section 3 of the Prairie Farm Rehabilitation Act on the day on which section 180 of this Act comes into force ceases to hold office on the coming into force of section 180 of this Act.

Amendment to the Public Service Staff Relations Act

183. Paragraph 17(b) of the Act is replaced by the following:

    (b) is entitled to be paid reasonable travel and other expenses incurred by them in the course of their duties under this Act while absent from, in the case of a full-time member, their ordinary place of work and, in the case of a part-time member, their ordinary place of residence.

Amendments to the Royal Canadian Mounted Police Act

184. (1) The definitions ``Commission Chairman'' and ``Committee Chairman'' in subsection 2(1) of the English version of the Royal Canadian Mounted Police Act are repealed.

(2) Subsection 2(1) of the English version of the Act is amended by adding the following in alphabetical order:

``Commission Chairperson'' Version anglaise seulement

``Commission Chairperson'' means the Chairperson of the Commission;

``Committee Chairperson'' Version anglaise seulement

``Committee Chairperson'' means the Chairperson of the Committee;

185. (1) Subsections 25(1) and (2) of the Act are replaced by the following:

Committee established

25. (1) There is hereby established a committee, to be known as the Royal Canadian Mounted Police External Review Committee, consisting of not more than three members, to be appointed by order of the Governor in Council.

Full- or part-time

(2) The members may hold office as full-time or part-time members.

(2) Section 25 of the Act is amended by adding the following after subsection (3):

Chairperson

(3.1) The Governor in Council shall designate one of the members to hold office as Committee Chairperson.

(3) Subsection 25(6) of the Act is replaced by the following:

Remunera-
tion of full-time members

(6) Each full-time member of the Committee is entitled to be paid any remuneration in connection with the work of the Committee that may be approved by order of the Governor in Council.

(4) Subsections 25(8) and (9) of the Act are replaced by the following:

Travel and living expenses

(8) Each member of the Committee is entitled to be paid reasonable travel and living expenses incurred by the member in the course of the member's duties in connection with the work of the Committee while absent from, in the case of a full-time member, the member's ordinary place of work and, in the case of a part-time member, the member's ordinary place of residence.

Retirement pensions

(9) The full-time members of the Committee are deemed to be employed in the Public Service for the purposes of the Public Service Superannuation Act.

Compensa-
tion

(10) The members of the Committee are deemed to be employees for the purposes of the Government Employees Compensation Act and to be employed in the public service of Canada for the purposes of any regulations made pursuant to section 9 of the Aeronautics Act.

Tenure of office

(5) For greater certainty, the person who holds office as Chairman of the External Review Committee of the Royal Canadian Mounted Police immediately before the coming into force of subsection (2) continues in office during good behaviour for the remainder of the term for which the person was appointed, but may be removed by the Governor in Council for cause.

186. Subsections 26(2) and (3) of the Act are replaced by the following:

Absence or incapacity

(2) In the event of the absence or incapacity of the Committee Chairperson or if the office of Committee Chairperson is vacant, the Minister may authorize any member of the Committee to exercise the powers and perform the duties and functions of the Committee Chairperson .

Delegation

(3) The Committee Chairperson may delegate to any member of the Committee any of the Committee Chairperson's powers, duties or functions under this Act, except the power to delegate under this subsection and the duty under section 30.

187. (1) Subsection 45.29(1) of the Act is replaced by the following:

Commission established

45.29 (1) There is hereby established a commission, to be known as the Royal Canadian Mounted Police Public Complaints Commission, consisting of a member for each contracting province and not more than five other members, to be appointed by order of the Governor in Council.

(2) Subsection 45.29(3) of the Act is replaced by the following:

Full- or part-time

(3) The members may hold office as full-time or part-time members of the Commission.

(3) Section 45.29 of the Act is amended by adding the following after subsection (4):

Chairperson

(4.1) The Governor in Council shall designate one of the full-time members, other than a member for a contracting province, to hold office as Commission Chairperson.

(4) Subsections 45.29(7) to (9) of the Act are replaced by the following:

(9) Where the Commission Chairperson holds office on a full-time basis, the Commission Chairperson is entitled to be paid any remuneration in connection with the work of the Commission that may be approved by order of the Governor in Council.

(5) Subsections 45.29(11) and (12) of the Act are replaced by the following:

188. Subsections 45.3(2) and (3) of the Act are replaced by the following:

Absence or incapacity

(2) In the event of the absence or incapacity of the Commission Chairperson or if the office of Commission Chairperson is vacant, the Minister may authorize a member of the Commission, other than a member for a contracting province, to exercise the powers and perform the duties and functions of the Commission Chairperson .

Delegation

(3) The Commission Chairperson may delegate to a member of the Commission, other than a member for a contracting province, any of the Commission Chairperson's powers, duties or functions under this Act, except the power to delegate under this subsection and the duty under section 45.34.

189. Section 45.44 of the Act is amended by adding the following after subsection (2):

Exception

(3) Notwithstanding subsection (2), in the case of the absence or incapacity of the member of the Commission appointed for the province in which the conduct that gave rise to the complaint occurred, the Commission Chairperson may designate, in that member's place, a member of the Commission appointed for another province.

191. The English version of the Act is amended by replacing the word ``chairman'' with the word ``chairperson'' in the following provisions:

    (c) subsection 45.11(3); and

    (d) subsection 45.2(5).
