SUMMARY |

This enactment would require recommendations of the Review
Committee to be implemented, unless they are overruled by the
Minister. The Minister is required to report the reasons for overruling a
recommendation to Parliament or, if the reasons are secret, the Minister
is required to state why they are secret.
