An Act to amend the Canadian Radio-
television and Telecommunications
Commission Act

1. Section 3 of the Canadian
Radio-television and Telecommunications
Commission Act is amended by adding the
following after subsection (1):
|
|
Represen- tation of Canadian consumers on the Commission
|
(1.1) At least one half of the members
appointed under subsection (1) shall be
appointed by the Governor in Council from
names recommended by non-profit Canadian
consumer organizations that have expertise in
matters falling under the Commission's
jurisdiction and for the express purpose of
having the rights and interests of Canadian
consumers protected and represented on the
Commission.

2. Section 10 of the Act is amended by
adding the following after subsection (4):

Reporting
members'
votes
|
(5) In reporting any decision taken by vote
at a meeting of the Commission, the
Commission shall detail the way in which
each member voted in respect of that
decision.
|
|
|
3. Section 12 of the Act is amended by
adding the following after subsection (1):
|
|
Regard for
cost- effectiveness and rights of Canadian consumers
|
(1.1) In pursuing its objects and exercising
its powers, the Commission shall adopt the
means that best serve Canadians in respect of
cost-effectiveness and, in taking decisions, the
Commission shall have primary regard for the
rights and interests of Canadian consumers
and the impact such decisions would have on
them.
