An Act to amend the Canadian Bill of Rights (right to literacy)

Preamble

WHEREAS the Parliament of Canada recognizes the dignity and worth of all individuals and acknowledges that individuals have the right to enjoy the opportunities and benefits provided only through literacy;

AND WHEREAS the provision of literacy training, free of unreasonable financial or other barriers, is necessary to ensure that right;

NOW, THEREFORE, Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:

1. Section 1 of the Canadian Bill of Rights is amended by adding the following after paragraph (b):

    (b.1) the right of the individual to adequate training to develop the individual's full literacy potential, free of unreasonable financial or other barriers;
