SUMMARY |

This enactment will require scrutiny by the appropriate Standing
Committee of the House of Commons before any user fee may be set or
increased after July 1, 1998. The regulating authority must submit a
proposal to the Committee before any user fee is established or
increased. This is in addition to the requirements set out in sections 19
and 19.1 of the Financial Administration Act.

The report of the Committee is subject to the concurrence of the
House. If the Committee does not report within one hundred and fifty
days, the House may pass a resolution approving, denying or amending
the proposed fee or change. The regulating authority is bound by the
decision of the House.

The enactment also requires the Public Accounts and other
government reports on revenue that identify sources of revenue to
identify the amount of revenue from user fees.
