MINUTES OF PROCEEDING
FRIDAY, November 21, 1997
The Special Joint Committee on the Amendment to Term 17 of the Terms of Union of Newfoundland met in a televised session at 9:00 a.m., this day, in room 253-D, the Co-Chairs, Joyce Fairbairn and Gerry Byrne, presiding.
Members of the Committee present: Pierre Brien, Gerry Byrne, Elinor Caplan, Paul DeVillers, Sheila Finestone, Peter Goldring, Bill Matthews, Rey Pagtakhan.
Acting Member present: Mauril Bélanger for Claudette Bradshaw.
Representing the Senate: William C. Doody, Joyce Fairbairn, Noel A. Kinsella, Lowell Murray, William Rompkey.
In attendance: From the Committees and Private Legislation Directorate of the Senate: Blair Armitage, Co-Clerk of the Special Joint Committee. From the Parliamentary Research Branch: Mollie Dunsmuir and Jack Stillborn, Research Officers.
Witnesses: Gale Welsh, Solicitor, Department of Justice, Government of Newfoundland and Labrador; Ian Binnie, Solicitor, Mc Carthy, Tétrault, Barristers and Solicitors; Steve Wolinetz, Vice-President, Newfoundland and Labrador School Federation.
Pursuant to the Orders of Reference adopted by the Senate on November 5, 1997 and by the House of Commons on October 28, 1997, the Committee met to consider matters related to the proposed resolution respecting a proposed Amendment to Term 17 of the Terms of Union of Newfoundland with Canada concerning the Newfoundland school system.
The witnesses made opening statements and answered questions.
At 10:57 a.m.., the Committee adjourned to the call of the Chair.
