RECOMMENDATION |

His Excellency the Governor General recommends to the House of
Commons the appropriation of public revenue under the circumstances,
in the manner and for the purposes set out in a measure entitled ``An Act
providing for the ratification and the bringing into effect of the
Framework Agreement on First Nation Land Management''.

SUMMARY |
|
|
This enactment ratifies and brings into effect the Framework
Agreement on First Nation Land Management concluded between a
specific group of first nations and Her Majesty the Queen in right of
Canada. It provides for the establishment of an alternative land
management regime that gives first nations community control over the
lands and resources within their reserves. It also gives first nations the
power to enact laws respecting interests in and licences in relation to
first nation land and respecting the development, conservation,
protection, management, use and possession of that land.

The enactment sets out a community approval process that enables
first nation members to vote on the proposed land code and individual
agreement of a first nation. The community approval process is
monitored by a verifier that is jointly appointed by the Minister of Indian
Affairs and Northern Development and the first nation.
