RECOMMENDATION

His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act respecting the inspection of fish and marine plants''.

SUMMARY

This enactment provides statutory authority for the inspection of fishing vessels, transport vehicles, processing plants and fish and marine plants destined for interprovincial and international trade or imported into Canada from other countries.

The enactment strengthens the authority of the Minister of Fisheries and Oceans and inspectors to take action where fish products pose a danger to public health and safety, are of unacceptable quality or are fraudulently marketed and brings the penalties for contraventions up to date. It also facilitates cost recovery and enables the Canadian Fish Inspection Service to forge enhanced working relationships with industry and other inspection agencies in Canada and abroad.
