RECOMMENDATION |

His Excellency the Governor General recommends to the House of
Commons the appropriation of public revenue under the circumstances,
in the manner and for the purposes set out in a measure entitled ``An Act
to amend the Canada Elections Act and the Referendum Act''.

SUMMARY |
|
|
This enactment amends the Canada Elections Act and the
Referendum Act to provide for the establishment and updating of a
computerized Register of Electors. The Register will be established
from information collected by means of an enumeration held outside of
an electoral period, at a time decided by the Chief Electoral Officer. The
Register will be updated using mainly data from various governmental
bodies, through agreements negotiated by the Chief Electoral Officer.

The electoral period is reduced to a minimum of thirty-six days. This
reduction is made possible by streamlining the revision process, and by
eliminating the enumeration process once the Register is established.
The preliminary lists of electors will henceforth be prepared by the
Chief Electoral Officer from the information in the Register and will be
distributed to each returning officer at the beginning of each electoral
period.

The Chief Electoral Officer is empowered to enter into agreements
to share information in the Register with provincial authorities, in order
to help establish lists of electors for elections or referendums held
pursuant to provincial law.
